Historical Commission Meeting

April 13, 2021

Meeting time: 4pm

virtual via Zoom

  • Read and approve minutes of April 14, 2020 meeting

  • Discuss current Historic District progress - reformatting forms. Photos of some propoerties
  • Discuss meeting with MHC for review of B forms
  • Rehab ideas from Crown & Eagle/Blanchard School (David)
  • Updates on Coppolla book online at library
  • Cemetery catalog from the Morans' Eagle projects
  • Review of goings-on with Historical Society
  • Discuss threatened properties, including old house & barn on Route 16, rehabs in the district, and 'tour' of old grammar school and old VFW
  • Grant possibilities for other threatened properties in town: old fire station, Masonic Hall on Depot St, mill site on route 16, library, etc.
  • Future projects including cemetery plaques

  •  Zoning review/ update of the parcel(s) by the Schuster Mansion at 175 Main - as there is a proposal for a major housing development here and it is in the district boundaries.
  • The old Elementary School beyond the Manning property - balustrade over the entrance is failing. Building is sound structurally, but suffering from neglect and lack of use. Ideas welcome for adaptive re-use/ town storage/ rec center, dance hall, grant submission, etc.
  • Adaptive re-use of the Digger's Liquors site, 295 Main St. The buyer has done due diligence on checking historic ordinance and we have sent the historic fabric history and details along - need update.
  • Zoning buffers abutting Route 146. Suggestions to put proper downtown streetscape zoning and aesthetic guidelines in place before they become moot and negative aspects affect Douglas' downtown
  • Fires and losses downtown over the last few years
  • new membership
  • Library auction and fundraising results, how the pandemic may impact the future of Douglas and the Blackstone Valley.
  • Topic: Historical Commission:  April 13, 2021
